A different market from the west coast
The Eastern Province is the Kingdom’s industrial heartland, and staffing it has nothing in common with staffing Jeddah hospitality.
Here the questions are about qualification, permit discipline and shutdown timing. A welder either passes to your procedure or he does not. A crew either holds permit-to-work discipline without being chased or it becomes your safety problem. And a turnaround crew that arrives on day three of a fourteen-day window has already failed, however good the men are.

Turnarounds need six to eight weeks
This is the one requirement in our business where late notice genuinely cannot be recovered by effort.
A turnaround release means qualification testing, documentation and travel completed simultaneously for a large group, against a window that was fixed months ago and will not move. Six to eight weeks of notice makes that achievable. Three weeks does not, and any supplier who says otherwise is planning to send you whoever is free.
Running plant maintenance is the opposite — a fixed crew, mobilized once, that learns the facility and stays. 14 to 21 days and we would rather you kept them.
Welding, qualified to your WPS
Send the welding procedure specification and the positions. Welders are qualification-tested against them before release.
In the Eastern Province the alternative gets discovered at radiography, and by then the cost is the re-cut and the schedule, not the labour.

Are welders qualification-tested to our procedure?
Yes. Send the WPS and required positions and we test against them before release. If we cannot field men who pass, we say so rather than sending men who nearly pass — in the Eastern Province that gets discovered at radiography, and the cost is not the labour.
Do you understand permit-to-work discipline on processing plants?
Crews arrive with a permit-to-work briefing and attend your site induction before starting. For running plant we push hard for a fixed crew, because permit discipline improves markedly once men know the facility and its supervisors.
